"Banks and another v Kokkinos and another" ChD 17 December 1998. Tenants were entitled to propose rent on landlords failing to initiate review procedure. Landlords failed to apply for appointment of valuer within 3 months of proposals and tenants proposed rent at same level as previosu year. Landlords contended that time not intended to be of the essence. Judgment for tenants.
