A court has ruled in a test case that council rents may only be increased to cover the rising costs of housing management, and not, as had happened in "R v Ealing LBC ex parte Lewis" CA 3 April 1992, to pay for associated services such as a homelessness unit, sheltered accommodation wardens and advice.
