There has been debate on the meaning of PPG6 para 1.10, as to whether need is always a consideration for a planning authority or if the guidance only expresses a requirement to consider the issue of need in the process of preparing a development plan. Recent call-in rulings support the former, and this is reinforced by a ministerial statement that edge or out-of-centre proposals should demonstrate need.
