Government has given the go-ahead for the largest voluntary transfer programme yet, with a total of up to 130,000 transfers by nineteen councils across England. The government has also indicated that it is willing to look at the problem of overhanging debt, possibly allowing councils with negative value stock to pursue transfer. Includes a list of councils on the 1999/2000 LSVT disposals list.
