Council search power increase - 1999 - Herald 25 March 1999, 4(1) .

The Scottish Office has announced a licensing scheme to cover houses in multiple occupation. Councils will be allowed to withhold licences where they are concerned about sanitation, fire safety or disrepair, and they will be given powers to search properties they suspect of not having a licence.
