The Waste Management Licences (Consultation and Compensation) Regulations 1999 will enable landowners to claim compensation if access to their land is required to monitor for potential contamination. Landowners will also have three months to comment on any proposals by the Environment Agency which might involve the granting of such rights. The regulations came into force 1 April 1999.
