The Scottish Landowners Federation will act as mediator in disputes between landowners and the Coal Authority over the acquisition of land needed to stop pollution from old mine workings. Outbreaks of mine water contaminated by heavy metal have gone untreated because landowners refused the Coal Authority access to their land.
