The DETR has commissioned a research project to create a new method for developing local waste planning policies. It will take into account draft legislation (including the national waste strategy due to be published this year), social and economic factors and 'softer' environmental issues. It will be carried out by Land Use Consultants (LUC), is to be completed by the end of 2000, and is intended to replace the existing tool, Best Practicable Environmental Option (BPEO).
