A benchmark designed to measure conservation of the historic environment is outlined in the government's sustainable development strategy A better quality of life - a strategy for sustainable development. This calls for the reinforcement of 'local distinctiveness and heritage' and encourages reuse of historic buildings for housing, tourism or business.
