The draft regional planning guidance (RPG) for the north east says that 119,000 homes will be needed between 1996 and 2016, and proposes that 60% should be built on brownfield sites. Environmentalists have criticised this for blindly feeding national targets into RPG without taking account of regional differences. The RPG also proposes the redesignation of green belt land for development.
