The House-Builders Federation (HBF) has accused the South East Regional Planning Authority (SERPLAN) of deliberately underestimating housing demand for political reasons. SERPLAN claims that only 826,000 new homes are required across the south east before 2016, in contrast to government estimates of 1.18m.
