The RICS has warned that the government's sequential test policy for residential development, set out in the draft PPG3, could lead to a housing shortage. The RICS is concerned that this could be applied too rigidly, releasing nothing until brownfield sites have been used. Argues that the test should not apply to applications for residential development on sites already allocated for the purpose in a local plan.
