Due to historic factors the rating revaluation and capital charges revaluation due in 2000 will penalise the NHS. The problem arises from the contractorsα method (see article for explanation) With a typical rise in the construction price tender index since the last revaluation of 30% and an expected fall in the rate poundage of 15%, hospital trusts can expect an increase in rates payable from 1 April 2000 of 15%.
