Moves by Finland, current presidents of the EU, to introduce a levy to give artists a royalty on the resale of their work, have been met with opposition by the UK. It is claimed that such a levy would divert business to the US, however the Finns argue that the move is necessary to harmonise practice across Europe, where all but four member countries already charge such a levy.
