Reports on the UK's commitment to reduce greenhouse gas emissions which requires local authorities to improve the energy efficiency of the housing stock by 30% in 10-15 years. However, councils have no power over the 74% of private housing stock in the UK. Government is to double the annual budget for the Home Energy Efficiency Scheme from £75m to £175m in April 2001. This will target the private sector.
