The European Union has made cuts in sugar and milk product subsidies of up to 7%, amounting to around £116m. This reverses decades of automatic increases in the Common Agricultural Policy (CAP) budget. It follows European Commission moves to prevent an overspend in the 2000 budget and the decision in March 1999 to freeze CAP spending for 2000-2006. Cuts will become more severe in future.
