Research carried out by Aberdeen University suggests that encouraging the participation of landowners in the development of brownfield sites in multiple ownership, rather than removing owners, would facilitate and accelerate such development. The research proposes the use of urban partnership zones which involve the formation of partnerships between local authorities and a development partner, who then liaise with landowners.
