Summarises the Scottish parliament's Land reform white paper and gives the RICS' response to it. The two main aspects of the paper are: community right to buy; and access to the countryside. The RICS broadly welcomes the paper but fears that the community right to buy may stifle investment, and believes that the access issue should be the subject of separate legislation.
