The European Union's Habitat Directive offers a new environmental protection designation for landscapes: Special Area of Conservation (SAC). This will offer a much higher level of protection than other designations, with 'overwhelming national interest' the only reason for overturning safeguards. A list of 340 suitable sites in the UK, covering nearly 1.7m hectares, has been submitted.
