The Planning minister has rebutted suggestions that planning constraints will be relaxed to allow a wave of hypermarkets to be built. Instead he emphasised 'planning positively for the developments we need in the locations where we want them'. He also announced that a summary document is being sent to all local authorities in England setting out government plans for taking forward the modernising of the planning system.
