R v Leicester CC ex parte Powergen UK plc QBD 29 October 1999. Powergen was granted outline planning permission with conditions to convert a disused power station into a retail development. Powergen then applied to amend the conditions to extend the time limit for approval of reserved matters and the supply of detailed plans of the site under s73 of the Town and Country Planning Act 1990.The council rejected both s73 applications. Held, application dismissed.
