The Town and Country Planning Association said that the London and South-East Regional Planning Conference (Serplan) should provide for more housing to be built to encourage economic growth in areas marked for regeneration. However Serplan argues it is difficult to have housing-led growth. Their strategy is to earmark employment sites and to encourage investment in the areas for local employment.
