New legislation effective on 11 May 2000, will enhance the rights of third parties in contract law, which could have significance for those drafting planning gain agreements. States that the planning cases most likely to be affected are those in which an agreement has been reached between a local authority and a developer, but where one of the parties wants to alter some of the conditions.
