The Corporation of London has announced details of public-private partnership to build the £3.1bn CrossRail link between Paddington and Liverpool St, and claims that it will not cost the public a penny. The government would guarantee a bond issue totalling £1.15bn, another £1.15bn would be raised through a consortium of banks, and around £250m of equity would be provided by contractors building the tunnels.
