Referring to relevant case law throughout, the author illustrates the conflict which arises between national planning policy, in the form of circulars and ministerial statements, and local development plans . It is hoped that the reforms proposed in the government consultation paper, The Future of Development Plans, may assist in smoothing out such conflict.
