The government has outlined a list of proposals for leasehold reform, in a response to its consultation paper. The aim is to give leaseholders more control over the management of their buildings. Main proposals are: abolition of the residency test; allowing 25% of a building to be in commercial use; retention of marriage value; and introduction of a system of commonhold. A draft bill is expected by Easter 2000.
