Plans to abolish council housing - 2000 - Guardian 24 January 2000, 6(1) .

Government plans are being drawn up to offload council housing to non-profit making organisations by 2010. It is felt councils are no longer able to provide low-cost housing with a repairs backlog of £22bn, and thousands of abandoned properties.
