In R v Tower Hamlets LBC ex parte Rouf , QBD 15 May 1991, it was held that on the true construction of Housing Act 1985 s60(3) , it did not have to be reasonable for a person to be unaware of a relevant fact, in doing or omitting to do something in good faith, for the act or omission to be treated as not deliberate for the purposes of s60(1).
