Builders warning - 2000 - Guardian 26 February 2000, 2.26-27(1) .

Housebuilders have warned that the cost of newly built homes will rise sharply if government plans to tax developers go ahead. At present new homes are zero-rated for VAT purposes whilst renovations on empty homes are charged at 17.5%.
