Part I discusses the implications of setting a uniform business rate on commercial and industrial property at the revaluation planned for 1990. Also considers the second part of the government`s rate reform package, that of the introduction of a National Non-Domestic Rate which will replace the present local rate poundages fixed by each rating authority. Part II examines the amendments proposed to existing legislation in the Yellow Consultation Paper. Pays particular attention to changes in procedure concerning rights of appeal and rate collection.
