Report exposes the gap in competitiveness between the regions, as companies will probably be concentrated in the south of England in the future. Robert Huggins, of Cardiff University's Centre for Advanced Studies has devised two indices. The first index measures regional competitiveness including an overall ranking. The second is an index of regional, knowledge-based businesses, and calculates them as a proportion of all businesses.
