Review of government's decision to make a substantial investment in housing and development in depressed areas. Spending on housing will increase by 12% each year, and will be £1.6bn higher than now by 2003/2004. Deprived council estates and inner city areas will benefit from increased spending in an attempt to narrow the gulf between rich and poor.
