"R v Bolsover DC, ex p Pepper" QBC 3 October 2000. The applicant sought judicial review of the Council's decision not to sell access land, a condition of planning permission for the development of the adjacent site, contending that a previous resolution to sell to it, and the Council's subsequent conduct, had created a legitimate expectation that they would sell. "Held", application dismissed.
