Looks at the consequences for urban regeneration of the European Commission's ruling in December 1999 that the Partnership Investment Programme (PIP), was contrary to EC rules on State Aids. PIP had provided gap funding of about £1.1bn over 6 years, to help achieve land reclamation and brownfield regeneration in England. The House of Commons Environment, Transport and Regional Affairs Committee condemned the decision, which has environmentally disastrous consequences for our cities.
