Due to changing definitions and problems with measuring the likely cost of repairs, it is difficult to assess what has been happening with disrepair. However, it has been estimated that in 1996, 20% of private sector dwellings needed £3,000 or more to tackle outstanding repairs, while 10% would need £5,000 or more.
