Looks at the current state of the housing market, and whether there is a threat of a repeat of the boom and bust of 1989-1992. Conducts a stability test by analysing a number of factors including: affordability; mortgage costs; market activity; high-risk borrowers; repossessions; house prices and devolution. Notes that house price inflation has been checked, and argues that most other market indicators point to stability. Suggests stability has been encouraged by the government switching from a policy of subsidising the housing market to taxing it. However, warns that external events, like a stock market crash, could still generate an economic downturn that would lead to a widespread fall in house prices. Graphs and tables.
