Proposals to allow councils to charge the full council tax rate on second homes may be included in a rural white paper which forms part of a plan aimed at halting the exodus of city dwellers to rural areas. Government argues that raising council tax rates would reduce pressure on housing in rural areas and help pay for affordable housing for the low-paid.
