Reviews the commonhold and leasehold reform bill which will provide a new foundation for commercial and residential ownership. Discusses the bill's main proposals under the following headings: flats, management, houses, Leasehold Reform Act 1987, service charges and forfeiture. Concludes that for some leasehold representative bodies, including the Coalition for the Abolition of Residential Leasehold (CARL), the proposals are not far reaching enough. It is hoped the bill will become law by next Spring.
