Argues that government planning policy for retail development has become distorted in the light of recent ministerial attempts to clarify areas of PPG6. Gives examples of planning appeal decisions which have been affected by this confusion, and suggests that implementation of the goods-based approach to the sequential assessment could have serious repercussions if adopted incorrectly, for example, in the case of retail warehouses. Concludes that PPG6 is intended to embrace a balanced approach to retail development, focusing on town centres if possible but also incorporating a flexible approach to out-of-town retailing.
