Looks at the data capture project undertaken by Powys CC in the area of commons mapping. Identifies cost, the quality of data capture, and staff expertise as key problems in the implementation of local government GIS. Describes how the Powys project discovered methods and procedures to overcome these problems. Conclusions from the project include: releasing data from map cabinets into wider systems results in greater access of information, helping staff and the public; cost savings can be made if existing staff are used; tackling small scale initiatives can create staff confidence in GIS usage.
