Examines a High Court hearing, involving an appeal by Tesco against the SoS's refusal to allow an extension to a store in Kettering, where the judgment clarifies the interpretation of the February 1999 ministerial statement on retail development in district centres. The article examines the approach taken by inspectors towards the interpretaion of PPG6, the ministerial statement and the phrase 'out-of-centre' and concludes that policy is not clear on this point and that city, town and district centres should all represent preferred locations for new retail developments.
