The Historic Environment Review Steering Group has published a sixteen point plan which calls on the government to introduce a series of measures to clear a £400m backlog of repairs to listed buildings and monuments. The recommendations include legislation to enforce a duty of care on listed building owners and harmonisation of VAT at 5% on all building and repair work
