In a new report prepared for culture secretary Chris Smith, English Heritage contends that conservation areas and historic buildings should be treated as a key resource for economic renewal in new urban masterplans. It calls on government to promote the renovation and reuse of historic buildings through the use of fiscal incentives and planning measures.
