Looks at the development towards delegating decisions to planning officers in an attempt to speed up the planning process and whether it actually works. Government seeks to ensure that the planning system encourages participation, openness and fairness whilst delivering fast, efficient, quality planning service. Concludes that evidence points to the fact that delegation may be working against government intentions in this area and that arguments in support of delegation are not being borne out by fact.
