Two articles looking at the theme of regionalism and subsidiarity. Articles explore the application of these to policy initiatives in England. The first examines the establishment of Regional Development Agencies, surveys recent literature in order to define New Regionalism; considers the establishment of RDAs as an expression of New Regionalism as a process. The article then considers social and political areas for further debate. Second article examines the EU's subsidiarity principle, which was introduced in response to criticism that too much was regulated by the central EU institutions: the principle, now part of the EU Treaty, basically requires that policies should only be developed at EU level if there is a clear reason for doing so.
