Focuses on the need to change the approach towards local regeneration by looking beyond the limits of the area itself to the wider problems such as unemployment that underlie the problems of many small areas. The impact of urban regeneration programmes on a neighbourhood will be limited unless they are connected to the needs of the wider city. The article examines the socio-economic factors that need to be understood before any programme is initiated. It finishes by calling for city regeneration programmes to also take account of the suburbs.
