DETR attempt to save the flagging anti-cowboy-builder initiative by offering a £350 registration discount to small builders is rejected by contractors in the pilot areas of Birmingham and Somerset. To obtain the discount, firms must apply before 16 February, but to date only two firms have joined the Birmingham pilot and none in Somerset.
