DETR good practice guide encourages local authorities to consider existing housing sites and car parks when preparing housing capacity studies, rather than focusing on more obvious locations. The guide, which is part of the DETR programme for pushing forward the new PPG3, suggests that housing densities on existing sites can be increased with better design and planning.
