Using data taken from the 1996-97 survey of English housing this paper considers the reasons tenants enter and leave the private rental sector, traditionally seen as the lowest rung of the property ladder, and discusses what causes a significant number of households to return to the sector. The implications of this for the role of private renting in England are also debated. Includes statistical data and references.
