Modelling of the proposed governmental reforms by housing associations in south-east England shows a wider gap between social and private rent levels which could undermine goverment plans. However the Chartered Institute of Housing has called for government data to be remodelled as the result is different from expected and may have been caused by using 1999 data from the English Condition Survey for calculating rental income.
